Clearly you didn’t read your link. The spec is not up-to-date and omits codecs. Either way, Adobe publishes new versions of Flash so often, such as when they re-invented Flash in Flex 4, that no one could keep up.

As for why would Apple make a Flash compiler? Because it would be really, really funny. I think you’re missing the irony if Apple did create a Flash compiler and player.

Adobe *has* released the specifications of the Flash file format: http://en.wikipedia.org/wiki/Adobe_Flash#Specifications

And there are already a bunch of 3rd party tools for compiling Flash files: http://en.wikipedia.org/wiki/Adobe_Flash#Third-party_tools

Apple could easily make a Flash compiler, but why? I think you might be misunderstanding the reasons that Apple is blocking Flash.
